The need to reboot when installing anything is just part
of the deal when you use Windows.  If you install a new
graphics library, you can't just restart X like in Unix,
and if you add a new TCP/IP gateway you can't just 
restart networking like in BeOS.  When you install 
something in Windows, you reboot.  Sometimes you have
to reboot twice, and in extreme cases thrice, but good 
design can keep it down to once.  

Note that I'm talking about 9x/Me here; dunno about NT.

I use Windows, and I like Windows, but it does have
some limitations.  If you really need the kind of 
24/7 uptime that demands no rebooting for installing
software, then IMO you need to look past Cygwin and 
consider some brand of kernel-and-all Unix system.
