Just use Setup in the "Download from Internet" mode, selecting your 
favorite mirror. Then burn the resulting directory hierarchy. Put Setup.exe 
at the top level of the directory you copy to the CD. This will give you a 
self-contained installation base.

The "Download from Internet" mode is incremental, downloading only what is 
necessary to bring the local installation files up-to-date w.r.t. the 
chosen mirror, assuming you don't discard those files after installation. 
But then, if you were doing that, you'd probably just use the "Install from 
Internet" option, right?

Note, too, that Setup will install (in "Install from Local Directory") from 
any locally accessible directory, including a file on a network share. I 
used to use this ability to maintain a local copy of the latest Cygwin 
install files that all the other Cygwin users at my office could access, 
via Windows file sharing, to install and update their own Cygwin 
installations. I did this in part to be sure what version they were all 
using, since I had to support them, and also to minimize the load on the 
Cygwin mirrors.

Furthermore, if you know how, you can perform a similar incremental update 
of your install CD. I'd give you more specific instructions, but I recently 
had to re-install Windows, and I have not yet re-installed Easy CD Creator, 
and I hesitate to try to give details from memory.
