This is the recipe I have used in the past:
$ # change directory to top of build tree
$ make prefix=/tmp/cygwin/usr install
$ cd /tmp/cygwin/usr
$ pkg.sh # see attached
$ cd ..
$ tar -cvzf cygwin-$(date +%Y%m%d)-1.tar.gz usr
$ cp cygwin-$(date +%Y%m%d)-1.tar.gz /tmp/snapshots
$ # run setup.exe and point it at /tmp/snapshots
