Yes.  Make sure you preserve the directory structure.  Or, install
cygwin on any one machine.  Setup will prompt you for a local
directory (which defaults to the current directory).  When setup is
done, all the files you need will have already been correctly mirrored
to that directory.

Setup can install from ftp, http, or a local directory.  For a local
directory, choose "install from local directory" instead of "install
from internet".
