Maybe not intentionally, but it is using a virus mechanism.  As per my
previous mail, MS programs tend to just install such attachments
willy-nilly.  It's stupid, but many viruses use that delivery
mechanism, so many mail servers reject them.

The price of being safe from real viruses is having to be careful not
to look like a fake virus.
