Hurray!!! Setting the system-wide environment variable CYGWIN to "binmode
tty" and rebooting worked!

Both SP4 and SP5 were somewhat troubled service packs, if memory serves.
SP3 was very stable, and SP6a is quite stable, but the two in-between had
a few issues that could make things worse.  You might want to consider
upgrading.

try setting a system-wide environment variable called CYGWIN with the
value "binmode tty" and then reboot, and see what happens.
