RE: message nothing to install/update - again

Hello,

Setup tells me what the subject says, but nearly all created directories are 
empty. I've seen messages with this topic a few days ago, but I haven't seen 
a real solution (on the lists, the FAQs etc.). So I dare to ask (and maybe 
embarrass myself): what might I be doing wrong ?

For those, who might track it down, here is my sequence of operation:

-download all packages into an empty dir (from franken.de) at 2000/09/06
-download latest/setup.exe into the same dir (*)
-run setup (UNIX file type/just me/default dir d:\cygwin)
 --> no packages in the setup to update
-directories are created, but empty (except a few log messages)
 -->nothing needed to be installed, installed.db is empty
-download setup.ini
-rerun setup, select all (=do nothing in the package select box)
 -->nothing needed to be installed, installed.db is filled, but
    no tar has been touched :-(
(*): there is also a setup in . but this one showed no difference


my system:
-nt4 sp4 german
-200MB free on HD
-not administrator (but administrator privileges)
-4dos installed (but not running)
-no IE5 installed (AFAIK only necessary for net install)

what I have observed (might be obvious or irrelevant):
-no key "Cygnus" etc. generated in the registry 
-regmon tells me during setup that the key 
 "HKCU\Software\Cygnus Solutions\Cygwin\mounts v2\/" is not found (alternatively HKLM)
-but mostly successful creation/open/read/write of the keys in
 \Software\Microsoft\Windows\CurrentVersion\[Explorer|Policies]
-I had to download setup.ini (no hint in the readme's)
-selecting "bash" from the program menue shows a dos box which closes immediately
-d:\cygwin\etc\setup is full of *.lst.gz files, all have an empty *.lst file in it
-installed.db shows
-no "error" message or unexpected quit of setup, it just says "nothing needed ..."
-uninstalling all packages (via setup) tells success (message box and log file).
 installed.db is empty then
-none of the tar files is touched (says filemon)
