It sounds like your perl was built using cygipc -- but that you don't
have cygipc installed. Are you using my precompiled perl from cygutils?
Anyway, if you want to build add-on modules, you have to have all the
same libraries/headers installed on your machine that I had on my
machine when I built that perl. You can get cygipc at
http://cygutils.netpedia.net/
