I had a similar problem with Xfree and
/usr/lib/gcc-lib/i686-pc-cygwin/2.95.2/../../../../i686-pc-cygwin/bin/ld:
Can't open base file /tmp\cc001024.base
See the Xfree list for details :)

The fix for me, was TEMP had be set  eg TEMP=E:\Temp
and  TMPDIR had to be unset. This is the ONLY way Xfree would compile for
me.
