This problem is a result of installing to C:\. They bug that caused this in
cygwin1.dll has been fixed in the 20000601 snapshot that Chris has been
asking people to test.
I happened to have an NT machine that I was about to wipeout, so I installed
to C:\, reproduced your problem, updated to the snapshot, and watched the
error disappear.
