i've seen this a couple of times, and each time it was a matter of
binary vs. text mounts. i.e. i compiled autoconf in a textmode-mounted
directory and installed it into a binary-mounted directory. or i
remounted my root from binary to textonly.

i recently had to compile autoconf and for me, it was best to mount
both /usr (where i installed autoconf) and usr/src (where i compiles
it) in binary mode.
