If I were guessing (I am), then I would guess that the FSF wasn't very
interested in getting mixed up with a proprietary OS.  Seems to me that
that's a reasonable position for them to take.  CygWin is sort of the
opposite of WINE (which I would also guess they wouldn't be too interested
in).

OTOH, since both of these projects aim at bringing freedom into a formerly
locked area, neither of them is exactly something the FSF shouldn't be
involved with.  I would guess that this is a matter of choosing the
allocation of resources.
