building from cygwin source

I just did a fresh reinstall of cygwin (full.exe) + 3/16 snapshot
(cygwin-inst-20000316) + gcc 2.95.2 (cygb20 + dev-ss + binutils). Then I
unpacked user-src + dev-src + cygwin-src-20000316. Then I started a
configure of the cygwin source tree:
cd /usr/src/TARGET-OBJ
/usr/src/src/configure --prefix=/usr/src/TARGET-INSTALL -v 2>&1 |
tee -a /usr/src/configure.log
However, I get the following errors from configure:
Configuring for a i686-pc-cygwin host.
*** This configuration is not supported in the following subdirectories:
send-pr texinfo
(Any other directories should still work fine.)
<blah blah blah for ~250 lines)
*** BFD does not support target i686-pc-cygwin.
*** Look in bfd/config.bfd for supported targets.
Configure in /opt/cygwin-build/TARGET-OBJ/opcodes failed, exiting.
This doesn't look good. What could I be doing wrong?

P.S. I did straight "tar xvf" to install the snapshot, gcc, and source
trees. I didn't move anything around to different directories. Therefore,
I have i586-cygwin32/ and i686-pc-cygwin/ subdirectories under
H-i586-cygwin32/.
