from a source code which works for me:

#if ! defined (_WIN32) || defined (__CYGWIN32__)
#if defined(POSIX) || defined(CONCURRENT)
#include <dirent.h>
#else
#include <sys/dir.h>
#endif
#endif

so it looks to me like you're mis-configured.  There may be conflicting
consequences to your decision whether to set POSIX.
