Yes, if you set the NT Path so that it includes $CYGFS/H-i386-cygwin32 in the
search for .dll (and .exe). You will want this anyway, as it enables you to
use cygwin tools together with NT commands. If you want to run on a machine
where cygwin32 isn't installed, you must bring along the necessary .dll (at
least cygb19.dll) or use mingw32.
