As nice as it is for the Red Hat "engineering team" to bless this,
AFAIK, there isn't anyone inside Red Hat who actually understands cygwin
other than Corinna. And, I'll bet that she didn't look at it.
The wording that is currently on the web site was approved by Red
Hat's *legal* team and they should be the final authority on this.
IMO, if we need additional wording about licensing, it should reference
the web site.
The description of the --enable-debugging (no =yes required) describes
only a subset of what gets turned on when you use that option. A grep
of the DEBUGGING symbol in the cygwin sources should unearth a lot more
uses than just this.
So, I don't think this patch is ready for prime time. Sorry.
