Replaced with
ftp://cygwin.com/pub/cygwin/64bit/install/base-cygwin-toolchain-install-first-20130219-2.x86_64.tar.xz

fixing the below mentioned points 1 and 2.  Also, cygcheck now works
correct on 64 bit binaries.  And only on 64 bit binaries.  I disabled
checking 32 bit binaries on 64 bit and vice versa.  The reason is that
cygcheck won't find the correct DLLs due to the search path, which only
leads to confusion.
