In the theoretical scenario, I don't see any difference between someone
who has a copy of setup.exe squirreled away and a person who just always
clicks on the "Install Cygwin Now" link on the web site without reading
anything.  In the former case the user would, at least, get a warning.
In the latter they would just blithely install with no warning.

So, if this is seen to be a problem, it isn't a problem with directory
naming.  It is, as Dave says, a problem with getting the information out
to the user who is running setup.exe.

I still marvel at the notion that we have to worry about people who do
stupid things like run setup.exe without thinking that they could be
downloading a new version of the dll.  I watched the consternation with
the cygwin/x update and I think we still did the right thing there.  People
were, and still are, upset because something broke, but the end result is
that they are updated and using the newer, better version of cygwin/x.

That's exactly what we want to happen when someone runs setup.exe for
Cygwin 1.7.
