I meant a *physical* tab should stop at tab stops set every eight
colums.  Indentation is two spaces per, but the whitespace at the
beginning of a line may be composed of any combination of tabs and
spaces.  So, if you indent enough levels, eventually emacs will use a
single tab instead of many spaces, then a tab plus two spaces for
column ten, etc.
