[ITP] net-snmp

This package is included in Fedora [1] and Debian [2].
Debian does not distribute the MIBs files included in the source
package due to perceived licensing issues, but Fedora is now doing
so [3], so I've included them in this package.
I've blindly followed the Fedora package splits.
