See above.  It's "generated during the build".  The file comes into
existence when running `cygport compile'.

Well, it's not supposed to be part of the binary installation but should
be included into the sources.  There are other ways to handle the file
but I thought I ask this question anyway to exploit the capabilities of
cygport.
