setup-1.7: Wrong install directory


Hi,

When installing cygwin (1.7) on a Windows XP machine without
administrator rights the root directory is ignored when
extracting the cygwin packages.
All packages are extracted to C:\cygwin instead.

However, in the root directory specified in the respective
dialog a directory structure is created containing bin/ ,
etc/ , /usr , ... and so on. It seems that the
root directory is not ignored completely.

When installing cygwin using an administrator account
this problem does NOT occur.

System information:
Setup-1.7.exe: version 2.6.25
Cygwin: version 1.7.0(0.210/5/3)
Operating system: Windows XP SP2/SP3



Remark:
This problem might be interesting as the cygwin homepage
states that 'Due to internal changes it is possible to
install a 1.7 release in parallel to a 1.5'.
Unfortunately, when having a restricted user account the old
(1.5) cygwin installation which has been placed under
C:\cygwin might be broken now.
