setup.hint format change?

Would anyone mind if I changed the format of setup.hint to some existing
markup language?  I've got some time this week and I'd like to revamp
the way that upset works, moving towards putting everything in a
database rather than flat text files.  To do this, I am thinking that
I'd rather just start from scratch and write my third or fourth
setup.ini generator.  If I'm going to do that then I might as well just
use some existing markup language rather than roll our own.

I suppose that if I used XML we could easily move setup.exe to use that
going forward too.  I am not sure that the setup files require XML
though.
