Let me put it another way:

      D:\cygwin\bin\cygwin1.dll
        C:\WINNT\system32\ADVAPI32.DLL
          C:\WINNT\system32\NTDLL.DLL
          C:\WINNT\system32\KERNEL32.DLL
          C:\WINNT\system32\RPCRT4.DLL
   *  D:\cygwin\bin\cygintl-8.dll
        D:\cygwin\bin\cygiconv-2.dll

So the rule is that only top level libs (here libintl8) need
to be mentioned in setup.hint::require?
