MAINTAINERS: New OpenSSL 0.9.8 release

I've just uploaded the brand new OpenSSL release 0.9.8. This release
is ABI incompatible to the former 0.9.7 release, so the new DLLs are
named cygcrypto-0.9.8.dll and cygssl-0.9.8.dll.

The old cygcrypto-0.9.7.dll and cygssl-0.9.7.dll are now packed in a
new package called openssl097.

The change should not be noticable for now, since the openssl package
requires the openssl097 package. It would be nice if we could change
the dependency in the setup.hint files to use openssl097 instead of
openssl throughout, if you don't plan to release a new package soon.

However, since the old 0.9.7 development package just disappeared in
favor of the new 0.9.8 development package, the next release of your
software should be 0.9.8 based.

Therefore, it would be preferable, if you could upgrade your packages
to use OpenSSL 0.9.8 so that we can get rid of the 0.9.7 compatibility
package at one point.

FWIW, the OpenSSL testsuite runs error free on Cygwin. In the above
list are two of my packages, lynx and openssh. While I'm writing this
mail, I'm already running OpenSSH using OpenSSL 0.9.8, so I'm pretty
confident that 0.9.8 will not break too much ;-)
