The source archive contains a README (installed as 
/usr/share/doc/mined/README) and a README.cygwin (installed as 
/usr/share/doc/Cygwin/mined.README) which contain different kind 
of information.
It also contains doc/overview.html from which the ldesc is 
automatically generated.
I admit it's somewhat long but it actually just lists the highlights 
of mined features. I understood setup.hint to also provide hints 
for users to decide whether the package is useful for them (I recall 
a mail saying that setup.exe should eventually display this information 
but unfortunately doesn't yet).
If you don't mind, I would prefer to leave it as is now, and 
to revise it for the next release if other people complain about its 
length, too.

If I remember correctly, I would have to wait until the package 
shows up in the distribution (being uploaded by you or some other 
kind maintainer) and then send a message to cygwin-announce, right?
