Sorry, but yes.
Joerg is providing ProDVD executables for Cygwin for which he doesn't
provide the source code, so he's clearly infringing the Cygwin license
unless he has a buyout license. From what I can tell, he hasn't.
Until that's sorted out, I'll veto the package.
