[Package Update] HTML Tidy 020822


I updated HTML Tidy to latest version I found today.
As usual many small bug fixes, but difficult to tell as the site is
lacking a Changelog.

This time the package is changed, not only updated:

Starting from this version I have activated the reading of
/etc/tidyrc and in ~/.tidyrc as default config files and added
-O2 as a compiler option.
Also included in the archive the latest docs (dated 2002-04-07).
The new postinstall script creates and empty /etc/tidyrc if it
doesn't exist (to avoid one warning about the missing file).

Please note that this still leads to a warning about the missing ~/.tidyrc if the user hasn't created one.
I think it can be useful to let them notice the new possibility, but maybe ~/.tidyrc should be avoided tout court.
I will investigate further to see if it is possible to include it when it exists but with no warning otherwise.
