An upgrade is != to an uninstall and install. Setup treats upgrades as
atomic actions per package.


Then why is it that when I upgrade, it always says it is removing all the files from each previous packages?
Because that is part of the upgrade process. The upgrade is currently
implemented as an uninstall+install pair. The important point is that it
occurs for a single package at a time.

Well that may be the way it should be, but the reality of the situation is this:

I just updated Emacs, teTeX*, and Openssl. First, I observed that each and every one of those packages uninstall as well as hearing activity from my disk [most likely indicating unlinking]. Setup then proceeded to install all the updated packages. My eyes and ears do not decieve me.
