You use scp/ssh to copy or remove files from the directory.  You can
login to sources.redhat.com using ssh but it actually should all be
doable by:

scp squid-1.4.697.tar.gz /sourceware/ftp/anonftp/pub/cygwin/contrib/squid
scp squid-1.4.697-src.tar.gz /sourceware/ftp/anonftp/pub/cygwin/contrib/squid
scp setup.hint /sourceware/ftp/anonftp/pub/cygwin/contrib/squid

or

ssh sources.redhat.com "cd /sourceware/ftp/anonftp/pub/cygwin/contrib/squid; do-whatever"
